Photograph of Clara Eads and her familyClara Eads had been living independently in her own apartment until she had a stroke in 2018. After spending some time recovering in the hospital, she was placed in a nursing facility that provided rehabilitation therapy services. She understood that she would spend a few weeks to months at the nursing home to best recover from the stroke. Once she had regained her strength, she wished to return to her home and have in-home care. However, Clara’s request to be discharged from the nursing home and receive home and community-based services in her apartment was denied by her insurance company.

In the beginning of 2019, Clara’s daughter contacted Disability Rights Florida seeking assistance in getting Clara out of the nursing home and back to her apartment as Clara desired. Disability Rights Florida provided legal representation for Clara at an administrative hearing contesting the insurance company’s denial of in-home services. The decision from the administrative hearing was in favor of Clara returning home and receiving substantial in-home services and around the clock care. Today, Clara is happily living in the comfort of her own home. Clara’s daughter shares, "I cannot put into words how much this means to us both." She's happy to see that her mom, “has already got a lot of her spark back."
